Due to the corona, the number of people who cannot go to work in Japan is increasing rapidly. I would like to explain institutionally why so many workers are at a halt when the Japanese government did not restrict entry to Myanmar.

1.Smart card which Myanmar government provides

Those who go abroad and work as technical trainees or specified skilled workers must receive a smart card issued by Myanmar’s Ministry of Labor. Smart card is to use when one lost his passport while working abroad or when one faced to a trouble of employer`s wrong doing.

To get the card, one needs to go to the Ministry of Labor of Myanmar for a training called smart card training class. Those who can receive the training must submit a COE (Certificate of Eligibility) issued by the Government of Japan. Therefore, after the COE (Certificate of Eligibility) is issued, one will be able to receive this training before applying for a visa for Japan.

However, at the time of corona first wave, this training was held only once, and all applicants could not receive training. This is because of lockdown in Myanmar, unlike Japan, people cannot walk around outside the house when curfew is announced.

During corona’s second wave, the training resumed via Online, but there were hardly any people who could participate online, so many people are still waiting for face-to-face training.

Even though the COE (Certificate of Eligibility) has been issued, the reason why there are many people who cannot go to Japan is because many people are waiting to get this smart card. Since the training is held in turn bit by bit, I have heard many voices that they cannot receive it even as it takes a long time.

2Available job status

At the time of corona second wave, there were many job openings from Japan in agriculture, food factories, nursing care, and construction. However, now it has become more demanding a high Level of Japanese than before. In the previous, many people who passed N4 were able to get a job in nursing care, but those who did not speak well in interviews could fail now. It seems that it is becoming more and more difficult for people who do not study to get a job in Japan because the competitiveness has become more intense.

It is said that the number of jobs is decreasing in Japan due to Corona. Therefore, something terrible happens on SNS that some job information is fraud: since the number of job openings is decreasing and competition is fierce, workers pay commission for the false job offer. So, people becomes skeptical of job listings these days.

3.Problems on the Japanese side

Last month, thanks to the GoTo campaign jobs at hotel recovered, and one Myanmar trainee went to Japan to work at a hotel. However, one month later, the hotel was closed for a long time and was transferred to another hotel.

Other case is that a technical trainee who went to Japan to work as a building cleaning and maintenance could work only 3 or 4 days a week and his salary was deducted. He contacted the sending organization for help.

The people who had COE(Certificate of Eligibility) issued for the airport job said that the airport company itself had no job and refused to invite them. The trainee paid the sending organization for commission, but his employment was canceled without reimbursement of the paid commission, it became a big problem.

4. Summary

Those who were in Yangon when Corona began are now returning to their home villages. However, when a situation where one can go to Japan comes, he has to return all the way to Yangon to apply for a visa, but it is not easy to move about because of corona. Everyone prays that Japan will not restrict entry in the future.

I felt that people dependent on Japan in Myanmar have a 100% influence with Japanese business. If Japanese business is not good, this is also our problem. When Japan sneezes, Myanmar people catch colds.
